School districts in the United States have approached reopening public schools during the coronavirus disease 2019 (COVID-19) pandemic in notably different ways. The authors of this report developed a national picture of school districts’ needs and approaches to school reopenings by fielding a survey to the new American School District Panel, which consists of leaders of more than 375 school districts and charter management organizations. The authors surveyed these individuals in fall 2020, asking them about areas in which districts need additional resources or guidance, anticipated challenges for the 2020–2021 school year, staff-related challenges, professional development, sources of input and influence on plans for the school year, and approaches taken to school operations. The authors looked at both focus districts (where at least 50 percent of students are Black or Hispanic/Latino or at least 50 percent of students qualify for free or reduced-price lunch) and nonfocus districts (all those remaining). Educators and students in schools across the United States have faced sweeping, unprecedented changes to teaching and learning because of the coronavirus disease 2019 (COVID-19) pandemic, which shuttered school buildings in spring 2020. This Data Note presents selected results on several aspects of schooling, including both teachers’ and principals’ perspectives, and it examines inequities in approaches and resources for delivering distance learning across schools serving different student populations. Drawing on the RAND Corporation’s American Educator Panels, researchers surveyed nationally representative samples of K–12 public school teachers and principals in late April and early May 2020 to document how they delivered instruction and other services, what supports and resources they needed, and their expected priorities and plans for the 2020–2021 school year. Researchers found that educators shifted quickly to distance learning and provided a variety of supports, but they indicated needing additional resources. These resources included access to technology and devices for students, teacher training in remote instruction, strategies for motivating students, ways to address loss of students’ hands-on learning opportunities, and strategies to support students’ social and emotional learning. Many teachers indicated that they did not receive adequate support for students with disabilities and homeless students, among other groups. Researchers also identified disparities among the kinds of instruction and other resources provided in schools serving different student populations, which suggests that the pandemic will cause existing inequalities to increase. Principals anticipated prioritizing emergency preparedness, student mental health, and recovering from the learning gaps caused by the pandemic. [Note: contains copyrighted material].

This Data Note adds new insights from English language arts (ELA), math, and science teachers on their use of digital materials. Drawing on data from the spring 2019 American Instructional Resources Survey, researchers share the digital materials that ELA, math, and science teachers across the United States reported using regularly for instruction during the 2018–2019 school year. In addition to identifying the most commonly used digital instructional materials, researchers examine how teachers’ use of these materials compares with their use of comprehensive curriculum materials, as well as teacher-reported barriers to digital material use. The report gives an overview of an expert consultation on the role and future of education and skills in the digital world. It looks at which skills are important and necessary to undertake the different types of jobs available, and what skills we need to be thinking of developing now and in the future. It explores how we ensure that people are not left out of the digital age and have access to education on digital skills. It looks at how we think about formal education and how our thinking needs to evolve with the increasing adoption of digital tools and technologies, particularly among the younger generation. The report proposes a preliminary framework to ensure an inclusive education in an increasingly digital world and suggests roles for different stakeholders to ensure that this becomes a reality. The consultation highlighted the important role of government and industry in encouraging the greater use of digital technologies in learning. However, it also recognises that the future should not be driven by technology. The report notes that role of the educator is not diminished by the increased adoption of digital technologies, with it being seen as an effective tool to make learning more adaptive and flexible. The authors state that technology is not only more prevalent in people’s lives, but its growing use will affect schools’ curriculum, new digital skills in jobs, and the changing use of services. However, they point out that education establishments are not keeping up with the technology growth, that new skills will have to be learnt outside of only digital skills, and that digital technology could lead to increased social exclusion for different sections of our society.
